OMERS Names Luca Lupo as European Infrastructure Head

Based in London, Lupo will oversee the Ontario Municipal Employees Retirement System’s infrastructure investments in Europe.

The Ontario Municipal Employees Retirement System announced Friday the promotion of Luca Lupo to head its European infrastructure team. As senior managing director and head of Europe at OMERS Infrastructure, Lupo will report to global head of infrastructure Michael Hill and will join the pension fund’s infrastructure management committee.

Lupo, whose appointment is effective immediately, will be based in the Canadian pension fund’s London office, where he will oversee regional origination activities and the management of the fund’s European infrastructure investments.

OMERS managed C$145.2 billion ($105.88 billion) in assets as of December 31, 2025, including C$40.9 billion through its infrastructure platform. Lupo joined OMERS in 2022 as a managing director overseeing European transportation investments. He will succeed Alastair Hall, who left OMERS in February after 11 years at the fund.

In his previous role, Lupo oversaw OMERS’ expansion into Italy through its investment in transit and advertising network Grandi Stazioni Retail.

“Luca stood out as the absolute right choice for this role. He has deep knowledge of European markets, our portfolio, and is highly respected by our portfolio company management teams, advisers, and investment partners,” said Hill, in a statement. “Europe is, and will, remain a core region for OMERS, and Luca’s leadership will help position our platform for its next strategic phase.”

The infrastructure asset class is core to OMERS’ strategy and the fund’s heritage. Infrastructure accounted for 22% of OMERS’ asset mix as of December 31, 2025, the highest allocation to any asset class in OMERS’ portfolio.

“I’m delighted to take on this leadership role. Europe is a core market for OMERS within which we have built a strong and diversified infrastructure portfolio and are actively pursuing new opportunities across the energy, transport and digital sectors,” Lupo said in a statement.

Previously, Lupo was a managing director in Morgan Stanley’s travel, transportation and infrastructure investment banking group, based in London, and was previously a vice president in Barclay’s power, utilities and infrastructure team. He holds a bachelor’s of science degree and a master’s degree in engineering from the Politecnico di Milano.
